Leading the Rasgaira Motorsports team is Richard Cregan, former CEO of Yas Marina Circuit and Panasonic Toyota F1 Team Manager, who has over 30 years motorpsort experience in rally, Le Mans and F1, encompassing all areas of management including operations, sporting and drivers. During Cregan's reigns at Abu Dhabi Motorsport Management, Yas Marina Circuit held five sell-out F1 Grand Prix and over 500 hundred additional events including a very successful community outreach program and multiple motor industry vehicle and motorcycle launches. Having successfully delivered the Abu Dhabi Grand Prix for five consecutive years, Cregan stepped down from his role, remaining as an advisor to the CEO and Board of Directors and a proud member of the F1 Commission to run his own company simultaneously.

In late 2013, Cregan announced the official opening of his new company Rasgaira. With the appointment of a consultancy contract with the Russian Grand Prix, Richard decided to take on the new challenge of running his own company and expand further into the event and motorsport industry. Rasgaira Motorsports is permanently based at Yas Marina Circuit with unparalleled track access to best support their F4UAE entries.

Energy Karts was established in the UAE four years ago and the last three of those were under the creation of a dedicated team. A grass roots kart racing academy, children as young as 5 years are trained in the art of motor racing and the team has had much success. Energy Dubai has achieved overseas on the ultra-competitive European and World karting stage, while the team's driver coach Sean Babington was the UAE’s first ever karting World Champion. F4UAE is the next natural progression beyond karting for drivers wanting to become professional, therefore the rationale behind Energy Dubai entering F4UAE.
